UK government appointment of Sir Philip Hampton, GlaxoSmithKline chairman and general corporate grandee, to address the paucity of managing females in UK companies. Target would be good. But if there is no progress towards it and soon, British business will struggle to sidestep quotas. The danger of imposing quotas is that the wrong people are put in top jobs just because they dress the part.
